Information on Jutsu & Elements
As we all know, each ninja will need to have their own stockpile of various different jutsu and elements. To help make it easier for you to choose your jutsu and elements, here are the stats for what you are allowed as a starting point for each level:

Everyone, can start with all E-Ranks free. They don't count towards the amount of jutsu you can have.
The E-ranks are:

Henge no Jutsu - Transformation Technique
Bunshin no Jutsu - Clone Technique
Nawanuke no Jutsu - Escape Technique
Kawarimi no Jutsu - Substitution Technique
Kakuremino no Jutsu - Cloak of Invisibility Technique
Kinobori no Waza - Act of Tree Climbing
Suimen Hokou no Waza - Act of Water Surface Walking

Genin Characters:
May have up to ten D-C rank jutsu. It is allowed for a genin character to have a single B rank if you give up three of your D-C rank spots. May use either one basic element or their clans advanced element.

Chuunin Characters:
May have up to thirteen D-C rank jutsu. It is allowed for a chuunin character to have a B rank or two if you give up some of your D-C rank spots in exchange. May either use one basic element or their clan's advanced element and one of its derivative elements.

Special Jounin Characters:
May have up to fifteen D-C rank jutsu, plus an additional six D-B rank jutsu and 3 D-A rank and finally 1 S rank in the area of their specialization. May either use one basic element or their clan's advanced element and one of its derivative elements.

Jounin Characters:
May have up to twenty-three D-B rank jutsu, plus an additional five D-A rank jutsu. Only special circumstances will be allowed to substitute for a single S rank jutsu. May either use two basic element or their clan's advanced element and two of its derivative elements. (May Begin to combine basic elements into Advanced)

Kage-level Characters:
May have up to twenty-five D-B rank jutsu, plus an additional seven D-A rank jutsu. Kage level characters are able to add in up to three S ranked jutsu on top of everything else. May either use three basic element or their clan's advanced element and three(if it applies) of its derivative elements. (May combine basic elements into Advanced)

Other Jutsu Rules

When used correctly, the basic academy jutsu can be very useful, especially in combat. However, in the series itself, these jutsu can be quite vague. At the same time, they can also feel cheap when overused while fighting someone in a "competitive" battle. For that reason, we are going to straighten some things out in order to make things more fair and to help fill holes in the canon jutsu descriptions.

Bunshin no jutsu [Clone Technique]:
Bunshin no Jutsu are illusionary clones, though they ARE ninjutsu. The reason that they are ninjutsu is because they are not affecting the target's mind like in genjutsu. Instead, they are composed of the user's chakra to create an image. They are incredibly unstable and will poof on contact. They DO cast shadows, though they make no sounds when they run and leave no footprints.

Kawarimi no Jutsu [Substitution Technique]:
Utilization of basic Kawarimi no Jutsu requires that you mention doing the hand seals for it in the post PRIOR to the one where you activate the technique, which means you must prepare for the jutsu the turn BEFORE you actually use it. The technique itself isn't very chakra consuming. When using this technique, the shinobi must switch places with a nearby object. The range of this technique is 10 meters, though people with SPECTACULAR chakra control may use it at a much longer distance.

Henge no Jutsu [Transformation Technique]:
Henge no Jutsu itself isn't just an illusion. It actually changes the physical structure of a shinobi upon use and allows them to transform into something else. Using Henge quickly consumes chakra, so extended use can be very tiring. While in a transformed state, the user of the technique cannot use any other ninjutsu or genjutsu. Taking a hit while in this form will dispel the technique (though it can be followed up instantaneously by yet another transformation).

Nawanuke no Jutsu [Escaping Technique]:
Nawanuke no Jutsu, the Escaping Skill allows the user of the technique to get out of binding situations. On this site, however, you will only be able to escape the binding of someone up to one level above you (Chuunin can escape up to Jounin-level binding). This requires two things however. First of all, no enemies can be looking while the escape is occurring. Secondly, the bound person cannot escape the special binding of a ninjutsu technique.

Shuunshin no Jutsu [Bodyflicker Technique]:
Bodyflickers can be used for a quick dodge or get-a-way in only an instant. Using this technique, however, takes 1/4 of the users chakra per post that it is used (if you use it multiple times in the same post, it still only uses 1/4 of your chakra). Also, when you use this technique, you can use no other techniques in that post. When outside of combat, or if you aren't battling competitively, you can use the technique as much as you want without the chakra costs, so long as the person your are rping with doesn't mind.

Kinobori no Waza [Act of Tree Climbing]
Tree walking is a simple skill for users who have the correct training in chakra control. This technique requires very little chakra, and can be used near indefinitely in a battle. For Academy Student-Genin level characters the ninja is limited to only being able to walk up trees. But after Chuunin, the ninja will have grasped the concept to a point where the jutsu can be used to walk up buildings.

Suimen Hokou no Waza [Act of Water Surface Walking]
Another simple skill for users with the correct training in chakra control. This technique requires a bit more chakra then the tree walking skill, but still does not use much chakra and can be used for up to a specific amount of posts per topic(unless non-battle topic). For Student - 3 posts & Still water only
For Genin - 5 posts & Still water only
For Chuunin - 7 posts & moderate wavy water
For Jounin+ - 10-15 posts & wavy water
