From the forum: Anyone to capture Kuro alive and send him to prison gets his bounty, which would amount to 250,000 ryo.
If you kill him, you get 100,000 ryo.
The bounty starts here; anyone can add to it provided they have authroity [i.e. Kage, Council Member, etc.]
